The Cynthiana-Harrison County Airport Board desires to secure the services of a qualified consulting engineer for preparation of plans and projects included on the Airport Capital Improvement Plan (ACIP), as submitted to the FAA. These projects may include environmental assessments, master plans, land acquisition, runway, taxiway and apron expansions, pavement overlays, safety areas, lighting, fencing, navigational aids, fuel facilities, hangars, auto parking, road relocation and other airport improvements.

INSTRUCTIONS TO PROPOSERS ENGINEERING SERVICES
CYNTHIANA-HARRISON COUNTY AIRPORT BOARD
WHEN: Statement of Qualifications must be submitted no later than 5:00 p.m., local time on March 19, 2014. A
Selection Committee will review firms and select top three (3) from proposing firms.

HOW: Six (6) copies of the Statement of Qualifications must be submitted sealed, delivered via mail or in person, and marked "Statement of Interest and Qualifications" on the outside of the envelope.
FORM: Statement of Qualifications must be complete and include information requested in these instructions to proposers.
GENERAL TERMS AND CONDITIONS
PROJECTS: The firm's proposal should include but not be limited to experience in preapplication and application preparation, environmental assessments, overall airport planning and design, on-site surveying, preparation of plans, specifications, contract documents, construction observation and administration. A list of projects identified on the Airport Capital Improvement Plan (ACIP) is available upon request.
TIME PERIOD: The selected consultant will be eligible to perform the work mentioned in the following "Scope of Services" for a five (5) year time period from time of selection.
SCOPE OF SERVICES
1. Preparation of plans, specifications and contract documents for all projects identified on the Airport Capital
Improvement Plan (ACIP), including, but not limited to, runway, taxiway and apron expansions, pavement
overlays, safety areas, lighting, fencing, navigational aids, fuel facilities, hangars, auto parking, road relocation and
other airport improvements.
2. Master Plans
3. Environmental Assessments.
4. Land Acquisition.
5. General administration of construction.
6. Resident observation of construction.
SELECTION PROCEDURE FOR CONSULTING ENGINEER
Statement of Qualifications will be solicited from all firms who wish to be considered for this project. Qualification Statements submitted by the deadline of 5:00 p.m., local time on March 19, 2014, established in the instructions to proposers will be reviewed and evaluated by a selection committee appointed by the Airport Board in accordance with the following selection criteria. The selection committee reserves the right to accept or reject proposals for any reason.
1. Qualifications and competence of the firm. 35%
2. Firm’s experience in the type of service being sought. 30%
3. Capability of the firm to perform the service desired within an acceptable time frame. 15%
4 Firm's location in relation to the Cynthiana-Harrison County Airport. 5%
5. Evaluation of existing, as well as anticipated, additional workload of the firm during
project development that will affect the project.___ 10%
6. Evaluation of EEO policy and planned participation of DBE and female owned and controlled businesses in the
contract. 5%
The Airport Selection Committee will select three (3) firms best qualified to perform the engineering services specified in these instructions (based solely on the contents of the Qualifications Statement). Each of the shortlisted firms may be interviewed by the selection committee at a place and time of the committee’s choosing. Each member of the selection committee will rank the three firms according to a list of selection criteria. From this grading procedure, the selection committee will choose that firm which it feels is best qualified to meet the airport’s needs for this project. Please note that interviews are not guaranteed to be a part of the selection process. It is within discretion of the Airport Selection Committee to decide if interviews will be conducted or if selection will be made based solely on Qualification Statements.
FAA APPROVAL The final agreement for engineering services including fees, will be subject to review and approval by the Federal Aviation Administration and the Kentucky Department of Aviation.
DBE PROGRAM
It is the policy of the Cynthiana-Harrison County Airport Board that Disadvantaged Business Enterprise (DBEs) shall have the maximum opportunity to participate in the performance of contracts financed in whole or part with federal funds. All contractors providing professional services for the Airport Board under federal grant programs shall take all necessary and reasonable steps in accordance with 49 CFR, Part 26, to insure that DBEs have the maximum opportunity to compete for and perform contracts without discrimination on the basis of race, creed, color, national origin, handicap or sex.
The Cynthiana-Harrison County Airport Board, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat 252. 41 U.S.C. 2000d to 2000d-4 and Title 49. Code of Federal Regulations, Department of Transportation, Subtitle A. Office of the Secretary, Part 21, Nondiscrimination of Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all proposers that it will affirmatively insure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises (DBEs) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, creed, color, sex, national origin, or handicap in consideration for an award.
